Meetings:- South 3rd, North-West 9th, North 12th.
EDITORIAL
We never learn! It seems each time we've had a special general meeting
something unsatisfactory occurs to make someone unhappy and feel that
democracy doesn't exist. I guess the meeting held at T.A.R.C. fits that
category in some ways.
The first motion which clarified associate members voting rights was
passed however that to Modify Council Structure was not.
Those proposing that motion, had some well argued points and felt that
their intentions were not appreciated by many who couldn't attend the meeting.
It is apparent that the time is opportune to think out the structure of the
W.I.A.in Tasmania and really any change necessary should ideally come from
a consensus between all and not be obtained at a meeting. It is hoped that
present discussions can establish the changes needed in Divisonal Council and
come up with generally accepted suggestions.
On a different note, congratulations to all concerned with T.A.R.C. =
A most satisfactory activity. Appreciation is extended to superintendent
and officers of the Department of Communications (formerly put)for their
participation, It is unfortunate that more of our members were not prepared
to travel distances to attend such events.
Christmas Greetings and may 1981 bring all that you desire.

A THOUGHT FROM THE SOUTHERN BRANCH PRESIDENT
Another year has rolled by and by the time you read this there wont
be too many shopping days left before Christmas. But what of 19807
There was the outcome of WARC 7¢ about which we all heaved a sigh of relief.
There was the new handbook and the new rules that went with it. A host of
new call signs which we all welcomed and a rise in licernce fees which we
didn't and of course, late in the year third party privaleges. There are
probably many other events I've missed but I do hope there were scme good
events in your personal year. Christmas is the time of universal goodwill
but as Amateur Radio Operators we know that special goodwill as an integral
part of our everyday operations. There will be times when we happen upon
ill will on the bands but thankfully not often, Most of us will try to
foster the friendship that goes with our hobby and find enrichment therein.
My heartiest greetings for Christmas and may 1981 be a special year for you.

SOUTHERN BRANCH NOTES
The next Southern Branch Meeting will bhe held on Wednesday the 3rd
of December at the S.E.S. Rooms in Melville Street, starting at 8,00 p.m.
sharp. Members are requested to donate an item of food from the kitchen
or failing that, something from the shack for the christmas hamper. It is
intended that this raffle will be drawn at the W.A.G.'s Christmas Barbecue.
Sso far the hamper consists of one bottle of wine, so your support would not
only be appreciated, it is essential. ’
This year the Christmas function will be the WAGS barbecue at the
water works reserve on Sunday the 7th of December, starting at midday. There
will be a charge of $1.00 per Amateur or family group to cqver the cost of
salads, bread etc. It is a B.Y.0. Meat and Drink.
At the moment there is no firm date for the next S.B. Executive Meeting,
but it is probable that this will be held towards the end of January. There
will be NO JANUARY SQUTHERN BRANCH MEETING.
The proposed mini-hamfest organised by the WAGS will not be over the
weekend of February, beginning March as previously advertised, but will be
on the weekend following that - the 7th/8th of March, provided this does not
clash with the A.G.M. and Dinner. If this is the case, then this weekend
will be over the 21lst/22nd of February. This event will be held at the Lake
St., Clair National Park. More information regarding this function will be
in the next QRM.

VHF Notes.
As the month progressed so did 6M activity during the last week € has
been open almost every day to VK or JA. Lionel VK7HEL worked over I0C
JA's during one opening.
The opening to KH6 provided many of the "new" calls with their oest IX
to date,
During the week VEIASI heard VK5ZBU and the VK6 beacon has been heard
up to 89 in G land.
Some predictions say that this year will be the peak of the sunspot
activity not last year so keep an ear on the band for that elusive
DX I am sure it will pay off.
Once again 2M has also provided plenty of activity with several large
inversions during the month.
Hobart stations were heard working simplex into Melbourne and many
stations enjoyed the activity which we in the North take for granted.
73 till next year
‘ Have an enjoyable Christmas.

AMATEUR ADVISORY COMMITTEE
The last meeting was held on October 4th. The minutes of last meeting
were read and confirmed. Minutes from VK6 also read with interest, no business
arose from minutes.
A number of local matters were brought up and by now have been resolved
but I will mention them for interest.
Scrambles - A report that stations, taking part in Northern Branch
scrambles, were apparently not listening on transmitting
frequency and not taking enough CARE to stop relaying
stations from other bands. ‘
Club Stations = The use of Institute call signs for other than Institute
activities has led to some confusion. Remember when testing
for broadcast purposes use your own call, someone else may
be using Institute call for the same purpose.
Aeronautical or Mertine Mobile - Read regulation 6.27, 6.24. The use of radio
' equipment on an aircraft requires special D.O.T. approval.
Not even the aircraft captain is in a position to give
approval. This all stems from a mid air collision over
New York which was partly blamed to the blocking of a
Beacon by a receiver's local oxillator readiation.
The next meeting is to be held on December 6th, 1980.

"SCENE AND HEARD" December 1980
We have come to the end of another year. Quite a iot has happened over
the past 12 months, particularly on the HF bands. The Middle East provided
much of the interest and excitement, with the capture of the American Embassy
hostages by militant students in Teheran continuing. We heard in late April,
the abortive rescue Mission by U.S. troops, and the aftermath of the raid.
How that Government was practically at a standstill in Iran, that a Power
struggle was in progress, for who does what. The various Factions both outside
and within Iran, extensively used clandestine radio stations in their propoganda
war, and still do today, but it somewhat declined of late, ‘due to the current
Conflict.
Also during the year, we witnessed the re-introduction of Jamming Signals
on Russian language transmissions from the Western Countries after a seven year
break. This was brought on by the delicate situation within Poland. This also
induced a Frequency-hopping battle of wits between the broadcasters and Jammers.
Another cause for the Jamming has been the Soviet Prescence in Afghanistan.
We now know that the Programmes supposedly coming from Radio Kabul, do in fact
come from within the USSR itself.
The deterioration in the International Situation brought about by the above,
has been reflected in the attitudes and programme content of the stations.
Economic conditions have also forced some broadcasters to reduce or even curtail
programme output. We have seen the demise of such Programmes as Radio Australia's
"Club Forum" BBC "World Radio Club" among others.
For example, the programme output of Radio Australia now mainly consists of
News, International Report, and Music over a two hour period repeated over 24
hour day. Gone are the days of Listeners' Request Programmes, Special interest
reports, etc. No wonder that the Popularity of Radio Australia has plummeted
from its once high ratings. The dropping of the QSL cards was the last straw,
as far as several DX organizations were concerned. Listen to Radio Australia
for yourself and see how they have declined compared to BBC or even Radio New
Zealand.
Incidentally, the BBC have several PTP SSB Relays of their Programmes.
These provide interesting comparisons with their DSB transmissions. For example,
the BBC World Service can be heard on USB on 20345 Khz at 1200 GMT whilst the
LSB carries the Chinese Programme from the BBC Asian Service. Also try 23195
Khz at the same time, USB the W/S and LSB the Asian Service. Comparative DSB
Signals are at this time 25650 (S/S) and 18080 (Asian Service).
The latest Radio Canada International Schedule received, shows an improve-
ment in Eastern European transmissions. The major cutback appears to be programme
output of Latin American transmissions. The best signals observed currently
are 2130-2200 with their transmissions to Africa on 11945 and 15325 and on the
latter frequency from 2200 to 2300 GMT both in English. The popular DX Digest
with Ian McFarland can be heard 2130 to 2200 Saturdays and also between the 1900-
2000 slot Sundays to Europe on either 11905, 15325 or 17875.
In conclusion, may I make a plea for more information for this column.
If you have any loggings or snippets, please send them to me for inclusion in
the February issue of QRM. May I wish all of you a very happy Christmas and
the best of DX during 1981.

52MHz SOLID STATE 30W P.A.
Roger Hord VK2ZRH
Roger Harrison VK2ZTB
The 30W 144MHz PA 'Superkit' from Dick Smith using the Solid State Scientific
2N5589-2N5590-2N5591 series of transistors has been very popular on the 146MHz FM
channels and is an economical way of getting medium power on this band. Dick Norman
VK2BDN used one to drive his portable 2300MHz equipment used to gain the Australian
distance record for this band. One is also usad in the highly successful VK2WI 2m
beacon. An article by Jamison Rowe VK2ZLO in the January issue of E.A. gave a detailed,
blow-by-blow description of how to build and tune-up one of these kits.
The 52MHz version described here was developed for use in the VK2WI beacon
and has given a good account of itself, delivering a measured 33W output with 12V on
the supply rail. The output is very clean and free from spurious emissions.
As can be seen from the circuit, only the 2W and 25W stages are used as the
2N5591 power transistor has far more gain at 52MHz than 144MHz. This necessitates
shielding the two stages from -each other when mounting them in g chassis or diecast box.
A shield, the full width of the chassis compartment, or diecast box, is recommended.
The board layout is quite straightforward as can be seen from the diagrams
and is only a suggested layout =- others are possible. If trouble is experienced
with spurious emissions or oscillation, 47 ohm, 1W resistors, installed from base to
ground-plane will cure it., For specific constructional details, particularly with
reference to mounting the transistors, refer to the article in January E.A. mentioned
above. '
About 100mW (or less!) will effectively drive this PA. An MPF121 amplifier is
excellent! Follow the general tune-up procedure outlined in the article mentioned
above, remembering that there is no 10OW intermediate stage.

R.D. CONTEST NOTES
I wonder if you like me looked agast at the results of 1980 contest
published in A.R. We had the highest participation, a higher average score
than VK5 (the winner) - how come.
I went over the rules and past rules and can say that the only way VK5
won was due to the trophy calculation that gives a result proportional to
number of logs submitted. VK5 has about three times our population so can
muster more logs. Divide their total score by three and re-calculate score -
8800 points against our 18,000 points.
A letter is being written to AR especially protesting to headings
"Divisional participation wins R.D. Contest", support from VK5/8 Amateurs were
excellent. You will note that a new Contest Manager will be required after
June. Maybe if VK7 got it we could get the rules right - even be able to use
repeaters.

FEATURES
2m ALL-MODE TRANSCEIVER INCORPORATING A MICROCOMPUTER
CPU control with ICOM's original programs provides various operating capabilities. No back-lash dial controlled by ICOM's unique
photo-copper circuit. Band-edge detector and Endless System provides out-of-band protection. No variable capacitors or dial gear,
giving problem-free use. The IC-260A/E provides FM, USB, L.SB, CW coverage in the 143.8 — 148 2MHz frequency range. Thus the
IC-260A can be used for mobile, DX, local calls, and satellite work.
MULTI-PURPOSE SCANNING
Memory Scan allows you to monitor three different memory channels. Program Scan provides scanning between two programmed
frequencies. Adjustable scanning speed. Auto-stop stops scanning when a signal is received, in all modes.
DUAL VFO’S
Two separate VFO's can be used either independenty or together for simplex operation, and any desired frequency split in duplex
operation.
CONTINUQUS TUNING SYSTEM
ICOM's new continuous tuning system features an LED that follows the tuning knob movement and provides an extremely accurate
readout. Frequencies are displayed in 7 LED digits representing 100Hz digits.
Automatic recycling restarts tuning at the top of the band, i.e.. 145.999.9MHz when the dial goes below 144.000.0MHz. Recyci;ng
changes 148.199MHz to 143.800.0MHz as well. Quick tuningis 1 KHz steps is available, and fine tuningin 100Hz steps in the SSB and
CW modes, and 5KHz steps and 1KHz steps in the FM mode, is provided for trouble free QSO.
OUTSTANDING PERFORMANCE
The RF amplifier and first mixer circuits using MOS FETs, and other circuits provide excellent Cross Modulation an_d‘ Two-Srgr}al
Selectivity characteristics. The IC-260A has excellent sensitivity demanded especially for mobile operation, high stability, and with
Crystal Filters having high shape factors, exceptional selectivity.
The transmitter uses a balanced mixer in a single conversion system, a band-pass filter and a high-performance low-pass filter. This
systern provides distortion-free signals with a minimum spurious radiation level.
ADDITIONAL CIRCUITS
ThelC-260A has a built-in Noise Blanker, CW Break-in, CW Monitor, APC, and many other circuits for your convenience. The IC-260A
has everything you need to really enjoy VHF operation, in an extremely compact, rugged transceiver. Comes complete with mic. mobile
mounting bracket and English manual.
